As a minister in the Alberta provincial government, I was especially interested in the Portuguese government's decision to balance a free market economy with its policy of luring companies prepared to invest in sustainable and socially responsible projects. All governments are keenly interested in assisting their respective economies, especially in the current economic climate.

Despite Portugal's reputation for seeking green energy solutions, I also note there is still oil and gas exploration seeking deposits at two deep-sea sites off the Portuguese coast.

RE: SPECIAL REPORT ON SPAIN'S GREEN ENERGY INITIATIVES PUBLISHED IN THE OCTOBER 27, 2008 ISSUE OF FORBES MAGAZINE, NORTH AMERICAN EDITION.

Reference is made to your letter dated 17th October 2008 to which you attached the above captioned special report.

Going through your report, I noted that it is an extremely important publication because through it, different governments can borrow a leaf from what Spain is doing in as far as the promotion of the use of renewable energy sources is concerned. For instance, a number of initiatives are aptly articulated in your publication which Spain, through its Centre for Renewable Energy (CENER) amongst other channels, is seriously undertaking in the area of Renewable Energy Technology. these include solar-thermal, photovoltaic-solar, biomass, bioclimatic architecture, and the integration of these renewable energies amongst other initiatives. Through a worldwide use of these clean energy sources, green house gas emissions can be reduced significantly thereby making the fight against climate change and achieving a carbon-free environment an attainable end.

You may also wish to be informed that I found your publication of particular significance to Malawi because through it, Malawi as a country can learn a lot from Spain in the area of Green Energy. For instance, the production of bio-ethanol from orange pulp and peel as indicted in your publication is very appealing to Malawi since ours is a non-oil producing country. Employing this technology in Malawi ca therefore help in reducing Malawi's over dependency on imported fossil fuels.

I therefore trust that through your publication, other governments which are signatories to the 1997 Kyoto Protocol on Climate Change can be reminded of the need to take drastic measures to meet their obligations by finding sustainable means of cutting green house gas emissions so that what was meant to be achieved by 2012 under this Protocol is be to realized.

All in all, this is a very important publication as different governments can learn fro what Spain is doing in the promotion of technological development and the use of renewable energies. In this way, the fight against climate change and achieving a carbon-free environment is to be a priority of not only Spain but also of all other responsible governments.

Since Norvartis is in the process of developing their own strategy concerning the use of green energy, your publication roused great interest amongst our colleagues.

The Norvatis Corporate Health, Safety and Environment department has recently adopted Energy Standards for buildings and Equipment for implementation worldwide. We were therefore pleased to read about the efforts and initiatives being undertaken by the Spanish Government, among others in setting temperature limits for air conditioning and space heating for public buildings in Spain
